
Problems with the broken and leaking drains and downpipes were first reported to the HHGE Caretaker in 2018.
After severe rising damp appeared inside the rear bedroom photographs of leaking drains were taken and further reports were made to the Caretaker.
After no action had been taken by the HHGE Board the above email dated 16 September 2019 was sen to the HHGE Board.
The cracked and leaking drains and downpipe were finally repaired in June 2020- 10 months after the above email was sent.








The question is WHY ?
There is a curious mystery surrounding the events described above. In October 2019 an experienced RICS surveyor called John Chandler was hired by the HHGE Board to carry out a damp survey of Flat 01 Hereford House. Chandler made two visits, the second visit on 10 October 2019 and his report was dated 31 October 2019. A copy of the report can be downloaded by clicking the Download button above this text.
In his report Chandler entirely fails to mention the cracked and leaking down pipe which was the main cause of the water damage.
This leaking down pipe had been specifically pointed out to Chandler on 10 October 2019 by an experienced property manager working for Japan Services. See the report by Quentin Phillipps below.
The question is WHY did Chandler fail to report the leaking down pipe in his Survey Report dated 31 October ?
Was this a simple mistake or a deliberate omission requested by the HHGE Board ?
A through investigation including copies of all emails sent by Lloyd Paxton to John Chandler would be necessary to uncover the truth.
Copies of these emails have been requested from the HHGE Board repeatedly but they have not been produced.
